Abstract
States in the international politics should accept the strategies for obtaining and achieving the national interests, in accordance with the domestic necessities, geographic position, geopolitics, structure & function of the international system. Iran accepted the strategy of neutrality in the world war; first and second. But in both of them, neutrality was broken by the great powers. The authors comparatively try to use the definition of the neutrality (in international law and international relations) of for the historical and documentary survey of the breaking the Iran’s neutrality.
