Abstract

The short period of petty tyranny was full of turmoil and crisis. This turbulent atmosphere forced the Russian and British governments to come up with specific plans to find ways out of the crisis. The main subject of this article is the introduction and evaluation of this plan, which has studied and explained it with a descriptive-analytical approach. These plans were numerous and varied, and after the failure of each one, another plan was immediately replaced by it. The British plan to restore the constitution was initially to create a controlled constitution in the presence of the king, and then to create a semi-autonomous constitution in the king's absence, which was eventually implemented.
