The Idea of defense of independence and territorial integrity was spread from elite to other groups of society after the constitutional revolution and establishment of parliament. Provincial communities with initiatives in this direction, requested from parliament for permission of military training of the people. This issue, raised actions and reactions in the parliament, the government and the people. As parliament forced ministry of war to accountability and criticized the Cossack Brigade's operation. The plan for formation of national army is main topic of this article. This article tries to investigate measures and approaches of parliament about formation of national army, reactions and consequences through descriptive-analytical method. The achievement of this research is that although the formation of a national army was possible with support of the parliament and constitutionalists, but with occurred power struggle between the Shah and parliament, Tyrants considered national army in contrast to governmental army and prevented its realization.
